IT Director - FT -Starting salary from $99,921.00/year 

Hours Monday - Friday 8:00 am - 4:30 pm plus on call

General Statement of Position: 

Oversees long term and day-to-day technology operations to include staff, equipment, security and privacy. Provides technology vision and leadership for developing and implementing information technology (IT) initiatives that improve cost effectiveness, service delivery, and program development in the constantly changing public sector.  The Information Technology director will lead Montgomery Township in planning and implementing enterprise information systems to support both distributed and centralized operations and achieve more efficient and effective enterprise-wide IT operations.  In addition, this position will project manage Township-wide cyber security awareness and training and other Township-wide initiatives.

Job Duties and Responsibilities:

  • This position provides strategic and tactical planning, development evaluation, and coordination of the information and technology systems for the local government 
  • This position is designed to ensure the continuous delivery and operation of government information systems. 
  •  Responsible for the management of multiple information and communication systems and projects, including voice/   telephony, data, imaging, and office automation, as well as the operation of the local government access cable TV station, webcasting, and webcast vendor management, and the management of the township’s municipal surveillance and access control systems 
  • Reports to the Township Administrator and supervises the organization’s information technology staff.
  • Responsible for coordination, facilitation, and consultation with all township staff on information systems, communications, and management systems initiatives
  • Ensures that the local government is current with the information systems standards set by appropriate regulatory entities and legislation, such as HIPAA and PCI Compliance
  • Serves and participates proactively with other members of the senior management team in developing and executing strategic plans to optimize the use of information technology in support of government objectives
  • Participates in policy and decision making at the enterprise level regarding resource allocation and future direction and control of proposed information systems.

  • Assists and ensures that cybersecurity insurance needs are met and that Emergency Incidence Response policies are operable and up to date
  • Analyzes the requirements of all departments and determines their business technology needs
  • Produces and maintains documentation detailing the configuration and architecture of the network
  • Plans for and purchases cost effective technological equipment and software
  • Manages annual budget and reports on expenditures
  • Develops, implements and maintains a comprehensive user training program
  • Provides directly or arranges new user training and advanced training for existing users
  • Responsible for ensuring business continuity throughout the organization to include data protection and backup

Principal Accountabilities:

  • Participates as an integral and active member in the strategic planning process of the Township
  • Develops, coordinates, guides and maintains IT systems, as well as strategic and operational plans in support of the mission and goals of the government
  • Develops and maintains an enterprise systems architecture, defining standards and protocols for data exchange, communications, software, and interconnection of information systems
  • Provides advice on evaluation, selection, implementation and maintenance of information systems, ensuring appropriate investment in strategic and operational systems
  • Negotiates all IT acquisition contracts, soliciting involvement and participation of other management team members as appropriate
  • Provides responsive advice, counsel, education and service to departments concerning IT issues and trends in the IT industry
  • Communicates IT plans, policies and technology trends throughout the organization, including management groups and professional staff
  • Determines pertinent information required by management in making effective technology decisions
  • Promotes and oversees relationships between the government’s IT resources and external entities
  • Approves, coordinates, and controls all projects related to selection, acquisition, development, and installation of major information systems for the enterprise
  • Develops and maintains an appropriate organizational structure capable of supporting the information needs of operating entities through appropriate and cost-effective information technology
  • Develops and maintains corporate IT policies and standards relating to the acquisition, implementation, and operation of information technology and communication systems
  • Negotiates IT service level agreements with user organizations and monitors IT systems performance to assure service levels are being met.   Researches and evaluates alternatives for the enhancement or re-engineering of IT
  • Develops and enforces policy and procedures to ensure the protection of enterprise IT assets and the integrity, security and privacy of information entrusted to or maintained by the enterprise
  • Develops and maintains an enterprise-wide business recovery plan to ensure timely and effective restoration of IT services in the event of a disaster
  • Responsible for the recruitment, development, motivation and retention of assigned technology staff conforming to budgetary objectives and personnel policies
  • Ensures appropriate training programs for the organization are in place to attract, retain and develop the key personnel required to support information services
  • Develops and maintains the annual operating and capital budgets for information and technology systems operations consistent with the programmatic plans and established financial guidelines
  • Supervises the development and maintenance of user documentation, including complete user manuals, FAQs and help files
  • Communicates IS/IT plans, policies and technology trends throughout the organization, including management groups and professional staff
  • Acts as a resource to all township committees and advisory boards in all technological areas
  • Manages and maintains the Township’s strategic information technology plan including the implementation of all strategic initiatives and projects as appropriate; advises and provides logistical support to Department Heads in IT forecasts and budget
  • Assists with operations of the Montgomery Township website and all related sites included any and all social media channels
  • Implements and maintains the township’s Information Technology Disaster Recovery plan; must be available for after-hours emergencies and is a member of the Emergency Management Team
  • Directs day to day operations of Information Technology Staff and Information Systems; manages multiple satellite facilities

Required Key Technical Skills and Knowledge:

  • Must possess proven experience in a leadership role.
  • Knowledge of Local/Wide Area Network (LAN/WAN) technology and topology including but not limited to Microsoft Windows networking, Ethernet connectivity, and TCP/IP protocols; must have ability to learn and administer existing network and desktop computer and software systems
  • Experience installing, configuring, and troubleshooting Microsoft Windows 7/8/10/11, Microsoft Windows Server 2008/2012/R2/2016,2019 VMware and Hyper-V based virtual computing environments
  • Basic knowledge of the theory and application of network management, network operating systems, network topology and connectivity, and the ability to troubleshoot software and hardware problems
  • Knowledge of the current practices in the areas of local and wide-area networking, business applications, Internet/Intranet operation, data communications, and telecommunications
  • Knowledge of best practices in the area of cybersecurity and experience implementing cybersecurity policies, procedures and practices
  • Demonstrated ability to manage projects successfully; proven interpersonal skills; and excellent analytical and communication skills
  • 5 years of technology experience; managing functions and departments dealing with information technology work flow and systems. 
  • 3 years + of direct management of a major IT operation and/or project management is preferred. 
  • Experience should also include substantial exposure to both in-house and shared or outsourced systems, multiple hardware platforms, and integrated information and communications systems

Required Education, Certification, License:

BS/BA in Computer Science, Information Technology, Engineering, Business Administration or a related field; or equivalent experience

Certified Government CIO preferred

MBA or other relevant graduate degree

Physical Requirements:

  1. Frequently required to sit, talk or hear; occasionally required to walk, use hands to operate, handle or feel objects, tools, or controls; reach with hands and arms; required to crawl and/or work in cramped spaces (e.g. under desks) during the installation or troubleshooting of PC’s, printers and associated equipment. 
  2. Must be able to lift and/or move up to 50 pounds.  Specific vision abilities required by this job include close vision and the ability to adjust focus.
