Firearms Purchaser Identification Card and/or Permit to Purchase a Handgun

Application Procedures:

Please read through the following instructions before leaving this site. 

You may complete the application using a smartphone, mobile device, laptop, or desktop computer. You will need the email addresses of 2 reputable references. Your references can be family members.

  1. Go to Firearms Application & Registration System (FARS) using the GREEN link at bottom of this page.
  2. When starting the Online Firearms Application, enter ORI # NJ0181300
  3. Complete the rest of the online registration process.
  4. Pay online utilizing Montgomery's secure Online Payment Module for Firearms or in person at the Montgomery Township Police Department.

Your application will not be processed until you have paid for the Firearms Purchase ID Card/Pistol Permits. Non-refundable payment is required to be made prior to the completion of the background investigation as per NJAC 13:54-1.4.

You will be receiving automated email updates throughout this process.

Once your application is complete, a station representative will contact you to retrieve your FID card and/or pistol purchase permit documents.

Please advise your references that the FARS system will email them the reference questions to be answered. Your references can complete the questions using a smartphone, mobile device, laptop, or desktop computer. Please advise them to complete the questions immediately to progress your background investigation.

Applying for a Permit to Carry a Handgun:

The following instructions are the same for the initial and renewal application.

You must apply in person after completing below steps 1 to 7.

Permit-to-Carry Forms
The service code for firearm related fingerprinting on the Identogo website is 2F164B. The Montgomery Township Police Department ORI # is NJ0181300.

Please provide the following at time of application:

1. Copies of your New Jersey Drivers License and one of the following: Birth Certificate, Passport, or Naturalization Paperwork/Green Card.

2. Two (2) State of New Jersey Applications For Permit To Carry A Handgun, form SP642. Must be double sided and notarized. A fourth reference is required for all applications submitted after 12/22/22. 

3. Three (3) color passport size photographs.

4. Consent for Mental Health Search, form SP066.

5. Written proof of ownership of the handgun used for range qualification.

a. Proof of ownership can be a purchase receipt or purchase permit or a notarized letter of ownership listing make, model, and serial number of handgun(s).

b. Written qualification must be within six (6) months of application and include Instructors Name and Certification, make, model, caliber and serial number of the handgun.

6. Money Order in the amount of $50.00 payable to: “Treasurer, State of New Jersey.”

7. Money Order or Check in the amount of $150.00 payable to: "The Township of Montgomery."

Make sure you are using the current SP642 form which was revised on 1/23 (found on the bottom left of form's first page). Some applicants have submitted the older version of the form, which will not be accepted

** All applicants (initial and renewal) for permit to carry a handgun must be fingerprinted. Instructions for finger printing will be provided at the time of application.

** The required written firearms qualification, in accordance with N.J.A.C. 13:54-2.4(b), can be obtained at most firearm ranges through out the state. A list is also available on the NJSP website >public information >firearms information >new jersey shooting ranges for RFP qualification.

** A New Jersey permit to carry is valid for two (2) years from time of approval.

** If any of the preceding is not complete or incorrect the application will be returned and you will have to re-apply.
